The guide is made freely available by the Law Library of Congress as one of their series of Current Legal Topics. The introduction gives an outline of the healthcare system in the United States and of the approaches taken by Hawaii, Maine, Massachusetts and Vermont. For each state there is a brief description of the relevant laws, the coverage offered, employer and individual contributions, benefits assistance and exemptions for certain employers. Links are given to the relevant full text legislation for each state.
