The primer was published in 2009 (and updated in 2023) and provides an "introduction to the complexity and nuance in the subject-matter jurisdiction of the U.S. Courts of Appeals". There are chapters covering the history of the appeal courts, the procedures relating to the exercise of subject matter jurisdiction, civil appeals, criminal appeals, extraordinary writs and reviews of administrative matters in federal agencies.
