The Bonn Agreement was inaugurated in 1983, and is an agreement for European cooperation in dealing with pollution of the North Sea by oil and other harmful substances, by offering mutual assistance and co-operation in combating pollution; executing surveillance as an aid to detecting and combating pollution; and preventing violations of anti-pollution regulations. The Agreement is a commitment by North Sea coastal states, together with the EC. The site includes the text of the Agreement, including the zones, rules of procedure and financial rules; details of the Contracting Parties; Observers; Meetings and Documents; Exercises in combating marine pollution between members of the Bonn Agreement; and Publications, some of which can be downloaded, whilst others have to ordered via email. The Bonn Agreement Counter Pollution Manual is also located on the site, containing "information needed for counter-pollution operations, general reference material concerning policy/strategy of pollution combating and a section on the administration related to incidents." The site is available in English and French.
