Constitutional Amendments of 2017: Transition to Presidentialism in Turkey

This article, on the 2017 amendments made to the 1982 Constitution of the Republic of Turkey, is written by Serap Yazici who is Professor of Constitutional Law at Istanbul Sehir University. The article was published in 2017 on the Globalex website and made freely available by the Hauser Global Law School Program at the New York University School of Law. The author has written an earlier guide entitled ‘Guide to Turkish Public Law and Legal Research’ which focuses on the Constitution itself and amendments adopted between 1987 and 2010 (described in a separate record).

Also provides sample legal documents relating to sales, partnership, merger, rental, employment and trademark agreements. Both the website and documents are available in English and Turkish.

Grand National Assembly of Türkiye

The Grand National Assembly's website has information in English and Turkish on the law-making process in Turkey, including introduction of bills, committee deliberation, budgetary process, ratification of international treaties and publication of laws. It also provides English translations of key documents including the Constitution of the Republic of Türkiye and the assembly's  Rules of Procedure. Content in Turkish only includes the verbatim report of proceedings, a legislation database and a database of assembly resolutions. 

Official Gazette

Website of the Turkish Official Gazette made freely available online by the General Directorate of Legislation Development and Publication. The Gazette can be searched back to 1921 and can be viewed in Turkish only.

Constitution of Turkey

This site contains the 1982 Constitution of Turkey (amended up to 2007) in English, provided by the International Constitutional Law (ICL) project at the University of Bern in Switzerland. The document deals with fundamental, social and economic and political rights and duties, sources of legislative, executive and judicial power, national defence and financial and economic provisions.The site also provides historical and background information to the Constitution.

Turkey Law Guide

An annotated research guide to Turkish government and law internet sources compiled by the US Law Library of Congress and made freely available on the web. The guide is aimed at legal researchers with the emphasis on websites providing the full-text of laws, regulations and court decisions. There are links to sites in both Turkish and English. Areas covered by the guide include the constitution, the executive, legislation, legal guides and general sources including background, economic and country information.
