Unified Court Records

The Unified Court Records database (UCR) holds the public courts records of the International Criminal Tribunal for Rwanda (ICTR), the International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Residual Mechanism for Criminal Tribunals (IRMCT) which was set up to deal with residual functions of the tribunals eg. future trials of remaining fugitives, appeals for early release, protective orders for witnesses and safeguarding of confidential documents.

Ministry of Justice of Rwanda

Website of the Rwandan Ministry of Justice which includes departments providing legal advice and expertise to the Rwandan government, administering public legal aid and monitoring regional and international human rights Instruments ratified by Rwanda. The Official Gazette is published on the site along with a selection of laws. These documents are given in English, French and Kinyarwanda.

Rwanda Bar Association

Website of the Rwanda Bar Association (RBA), the body representing and regulating the legal profession in Rwanda. A list of members is given on the site which includes all practicing advocates and legal interns. Details of the governing council, secretariat and various committees of the RBA are also given along with a link to Rwandan legislation and case law provided on the Judiciary website.

Rwanda’s Legal System and Legal Materials

Online guide to the law and legal materials of Rwanda written by Dr. Etienne Mutabazi, Senior Lecturer in the Faculty of Law at the University of Iringa in Tanzania. The guide was published in 2025 on the Globalex website and made freely available by the Hauser Global Law School Program at the New York University School of Law. The author gives an overview of Rwanda’s legal history from 1890s through to the 2003 Constitution. There are sections looking at the structure of government, the criminal justice system and sources of legislation.

International Criminal Tribunal for Rwanda

Legacy website of the International Criminal Tribunal for Rwanda (ICTR) which was established by the United Nations Security Council in 1995 to prosecute those responsible for the genocide that took place in Rwanda during 1994. The ICTR closed in 2015. There is background information and a timeline to the genocide. Selected documents relating to each trial, including indictments, judgements and transcripts, are given in PDF.

Link collections provide access to materials relating to Rwanda's Government, Legislation and Courts with subject sections focusing on Foreign Investment, Privatisation and the International Criminal Tribunal for Rwanda. Online guide to the international criminal courts of Yugoslavia, Rwanda and Sierra Leone compiled by Amy Burchfield who is Head of Access and Faculty Services at the Cleveland-Marshall College of Law Library and updated by Andrew Dorchak who is Head of Reference and Foreign/International Law Specialist at The Judge Ben C. Green Law Library at Case Western Reserve University's School of Law. The guide was published in 2005 and updated in 2025 on the Globalex website and made freely available by the Hauser Global Law School Program at the New York University School of Law.
