MERCOSUR

Website of MERCOSUR, the Southern Common Market, a South American trading bloc which includes Argentina, Brazil, Paraguay, Uruguay, Venezuela and Bolivia. The Treaty of Asunción 1991 and the Protocol of Ouro Preto 1994, the establishing treaties, are given on the site along with documents of MERCOSUR bodies - meeting minutes, reports, regulations and trade statistics. The site can be viewed in Spanish, Portuguese and English although information in English is limited.

Judicial Power and High Courts in Latin America

Online article providing an introduction to judicial power and the court systems in Latin America written by Gloria Orrego Hoyos who is Professor of Law and Legal Research at the Universidad de San Andrés and Universidad Torcuato Di Tella in Buenos Aires. The guide was published in 2021 on the Globalex website and made freely available by the Hauser Global Law School Program at the New York University School of Law. The author provides an overview to judicial power in the region, the constitutional courts and the court system in each country along with links to relevant resources.

Site of the Paraguayan Government’s Department of External Relations. Provides background information about the work of the Department and the roles of different ministers. Users can view press releases and a selection of national legislation and international conventions. The legislation and treaties are mainly in PDF format. The site and documents are only available in Spanish.

Justicia Electoral: Custodio de la Voluntad Popular

Website of Justicia Electoral, which is concerned with the administration and legal regulation of the election system in Paraguay, and the Tribunal Superior de Justicia Electoral, the Supreme Electoral Court. These bodies were established under Art. 273-275 of the Paraguay Constitution in 1992. Background information is provided about the structure and role of Justicia Electoral, the Court and the national electoral system. The site provides information about voting methods including electoral registration and accessibility to vote for citizens with disabilities.

Provides a collection of links to websites for Paraguayan legal research, including government websites, the Senate website and sites relating to Paraguayan legislation, courts and law reform. The WorldLII service is run from the Australasian Legal Information Institute (AustLII).

Constitution of Paraguay

The Paraguay Constitution in English, provided by the International Constitutional Law (ICL) project at the University of Bern in Switzerland. The Constitution was adopted in 1992 (replacing the 1967 Constitution). The first section deals with basic principles including freedom, equality, family rights, the Indian peoples, education and labour. The second section deals with the political organisation of the Republic and covers nationality, citizenship, international relations, state economic policy and the basis of legislative, executive and judicial power.

Guide to the legal system and legal research in Paraguay

Online guide to the Paraguayan legal system, by Ana E. Rolón of the Ministry of Foreign Affairs, Republic of Paraguay. The guide was last updated in 2012; it is available on New York University's Globalex website. It gives background and historical information to the Paraguayan legal system, the Constitution and the system of government outlining the functions of the President of Paraguay, the National Congress and the structure and organisation of the judiciary. There is a section on jurisprudence in the Paraguayan legal tradition and on the role of the military and the National Police.
