Finding the Law of the Micro-States and Small Jurisdictions of Europe

Online guide, written by Andrew Grossman who is a retired U.S. Foreign Service Officer, to finding sources of primary and secondary law for “small jurisdictions” of Europe -defined as “political entities having a population under one million persons”. The guide was published in 2024 on the Globalex website and made freely available by the Hauser Global Law School Program at the New York University School of Law. The author gives links to academic works on micro-states and to law libraries that hold printed materials on these jurisdictions.

Website of the French co-prince of Andorra. The French president and the bishop of Urgell act as joint heads of state of the principality. This site gives contact details for the current representatives of the president, a history of Andorra and a list of the French co-princes back to the fourteenth century. There is a full text copy of the Constitution of Andorra and an outline of the functions of the co-princes. The site can be viewed in French or Catalan only.

Bisbat d'Urgell

Website of the bishop of Urgell who is the episcopal co-prince of Andorra. The French president and the bishop of Urgell act as joint heads of state of the principality. The site gives an outline of the role of the co-princes along with brief information on the Constitution, General Council and the government. The site can be viewed in Catalan or Spanish only.

Tribunal Constitucional d'Andorra

Website of the Andorran Constitutional Court providing information on the structure and organisation of the Court, with details of current members, and the role of the Court which includes adjudicating on the constitutionality of laws. There is a full text copy of the Constitution, laws relating to the Court and selected legislation and international treaties. Judgements are available back to 1994 in full. The site can be viewed in French and Catalan. There is an English interface providing less content.

Website of the Patent and Trademark Office of the Principality of Andorra (OMPA) the government department with responsibility for intellectual property matters. The site provides access to full-text intellectual property laws made freely available in English in PDF. These include laws relating to trade names and company names, establishment signs, copyright issues and patents. There are also regulations and guidance to obtaining an ".ad" domain name and laws relating to the use of state emblems and signs.

Consell General Principat d'Andorra

Website of the Consell General Principat d'Andorra- the Andorran Parliament. The site explains the structure and the role of the Council General and gives the names of the members of various Council General bodies. There is a full-text copy of the Andorran Constitution available in English and a link to the Official Journal of the Principality of Andorra. Written and oral questions can be viewed on the site along with laws passed from 1993 onwards. Although parts of the site can be viewed in English, French and Spanish most of the site is available in Catalan only.

Full text copy of the Constitution of Andorra made freely available in English on the Consell General Principat d'Andorra (Andorran Parliament) website. The Constitution deals with the sovereignty of Andorra, rights and freedoms and the legislative procedure. It also sets out the role of the state bodies including the Coprinceps (the President of France and the Bishop of Urgell in Spain), the Consell General, the Executive Council (Govern),the Constitutional Tribunal, local government and the judiciary.

This is the official website of the government of Andorra. The site, contains information on the structure of government in the region. It includes information on recent activities of individual departments and access to government press releases covering all aspects of economic, social and foreign policy. Relations with other nations such as Spain are also covered. Users should note that the site is mainly in the Catalan language.
